RBC successfully places the first-ever issue of commercial paper in Russia

Moscow, March 25, 2008 - Today, OAO RBC Information Systems (MICEX, RTS: RBCI), a Russian media holding, successfully placed the first-ever issue of commercial paper in Russia. OAO Alfa-Bank acted as the lead manager for the offering.

As a result of the placement, investor demand substantially exceeded the volume of the offering, which was set at 1.5bn rubles (approximately $63.3m). The lead manager received purchase orders from 86 Russian and international investors for the total amount of 2.373bn rubles, or 159% of the issue. The commercial paper have a maturity of 1 year with the coupon rate fixed at 12.25%. The securities will be traded on MICEX.

“The emergence of such a market instrument as commercial paper gave our company effective access to financial resources for further growth and development. In dollar terms, RBC will be paying about 9.0% per year for this debt, which, in our opinion, is a very attractive pricing in the current market conditions. At the same time, by issuing ruble-denominated debt we have expanded our credit history in Russia,” said RBC Vice Chairman of Finance Dmitry Belik.

“I would like to express our sincere appreciation to the Alfa Bank team for their excellent performance”, Dmitry Belik added.

“Commercial paper market is the largest segment of the debt capital market all over the world. Now this instrument became available to listed Russian companies, whose shares are traded on Russian stock exchanges. I am positive that, due to their obvious competitive advantages, Russian commercial paper can be widely employed by issuers as an efficient instrument of liquidity management and credit portfolio diversification”, - said Head of Alfa Bank’s Investment Bank Edward Kaufman.
